PRUMC - High School Basketball - Rules and Regulations
Participation:
Each team must have a captain that registers as a captain through the prumcsports.org website
All players must register through the prumcsports.org website
Players who appear on any high school varsity basketball roster for the current school year are ineligible as players
Players must be on the official team roster and players must be prepared to show ID at any time in order to play in games
Teams may not have more than two coaches on their bench. Only the head coach is allowed to stand when the clock is running.
Gym policies:
Food and drinks are not allowed in the gym. This includes the player benches
"Baby powder" is not allowed on or near the court
High school players will not be allowed in the gym until the conclusion of the youth practices.
Game Rules: Georgia High School Basketball rules will apply unless specified below:
There must be one parent from each team present on the bench at all games.
A team must have a minimum of four players on the floor to begin play. A grace period of 10 minutes past the scheduled game start time will be granted to allow for players to arrive. If play cannot begin after that time, the game will be considered a forfeit.
The referee is in charge of the game at all times.
Regular rules of basketball apply except for the following:

PRUMC Basketball Substitution Rules for Ages 5-14 (for in-house leagues):
Minimum playing time rule: When possible, all players must play at least half of each quarter.(This included players in "foul trouble")
Free substitutions may take place as long as the minimum playing time rule is satisfied.
All players must check in (kneel below) the scorer’s table in order to sub into the game.
Midway through each quarter, at a dead ball, the clock will stop and the referee will call for subs. (Players going into the game should be kneeling at the scorer's table by this time.)
Players may enter the game only when the referee signals him or her onto the court from the scorer's table area - (not directly from the bench).
Coach and Player Behavior: If a coach or player questions vehemently any decision on the floor by any official then a technical foul should be and is expected to be called. Alltechnical fouls are to be recorded in the score book. The coach or player's name and period and time of the foul should be recorded, as well. The coach or player who receives a technical foul will remain seated on the bench for the rest of the game. If there is second technical administrated to that same coach or player he or she will be asked to leave the gym. Understand that personhas lost the privilegeto view the rest of that contest. He or she is not to sit in the stands or in the threshold of the door that leads to the gym. In other words; out the door and down the stairs out of the view of player, parents, and staff.
Coach's Box:Only one coach may be standing. There shall be no coaches, players, parents or supporters allowed in the area between the coach's box and the scorers table. Coaches shall be assessed a technical foul for standing out side the box. A warning can be given to remind the coach of where he or she should be standing. Once a technical foul is assessed to the coach, he or she must remain seated until the end of the game. They are only allowed to stand during a time out, and during breaks at the quarters & half's or to help any injured player. (The league will mark coaches boxes for cross court play.)
Parent (Spectator) Behavior: Parents should remain seated when possible. If standing is necessary, it should be away from the sideline. Parents should not communicate with the players, coaches, scorekeepers or referees during the game, Parents may not argue with the judgment of the referee. Failure to comply with these guidelines could result in removal from the gym - at the discretion of the referee.
League specific notes:
Coach Policy: In this league, all teams must have a designated head coach on their roster. While it is required that a parent be present on the bench at all times, it does not always have to be the head coach. The "bench parent" does, however, assume all responsibilities for their team during the game.
The following Rule from GHSA will be enforced as necessary:
The referee shall forfeit the game if a team refuses to play after being instructed to do so by any official. The referee may also forfeit a game if any player, team member, bench personnel or coach fails to comply with any technical-foul penalty, or repeatedly commits technical-foul” infractions or other acts which make a travesty of the game. If the team to which the game is forfeited is ahead, the score at the time of forfeiture shall stand. If this team is not ahead, the score shall be recorded as 2-0 in its favor.”If a player is ejected for any reason (including unsportsmanlike conduct), they will not be able to play in the next game.
- Overtime periods:
1st: 2 minutes continued play
2nd: 2 minutes sudden death
3rd: No Clock sudden death (Tournament play only)
In a second overtime period, the first team to score will determine the winner. If no team scores in the sudden death period of a non-tournament game, the result will be a tie. In tournament play, a 3rd sudden death overtime may be played with no clock until a winner is determined. - Time outs: 2 - 30 second time outs per half. One extra time out per overtime period for the 1st two overtimes only. (No timeouts in 3rd overtime) Time outs may not be carried over.
- Free throws will be played "on the release". Shooter and any player outside the lane cannot move until the ball hits the rim
- Flagrant Fouls (intentional or unintentional) will not be tolerated and may result in an immediate forfeit. A player charged with a flagrant foul may be ejected, suspended for an additional game, and may be banned from the facility for the remainder of the season. The team will be issued a warning. A team with two flagrant fouls in a season may be removed from the schedule for the remainder of the season.
Please make note of the following:
- In the event players or bench parents are not available and ready to begin the game on time, the game clock will begin no later than 10 minutes past the scheduled game start time.
Clock will run during free throws unless a time out is called - Each player will be awarded five fouls per game.
- Two technical fouls in one game to a specific playerwill result in an automatic ejection.
- A player who has been ejected from a game for any reason will not be allowed to play in the next game.
- Teams are responsible for their fans. Technical fouls called on fan behavior will be awarded to the appropriate team
- Two Bench Fouls will result in the removal of the bench parent from the bench. Unless another team parent is available, the result may be a forfeit due to an absence of a team parent.

Coach's Box: The coach's box starts at the 28 foot line and continues down the sideline. That area is called the bench area, and can continue all the way to the inline, if necessary. There shall be no coaches, players, parents or supporters allowed in the area between the 28 foot mark and the scorers table. Coaches shall be assessed a technical foul standing out side the box. A warning can be given to remind the coach of where he or she should be standing. Once a technical foul is assessed to the coach, he or she must remain seated until the end of the game. They are only allowed to stand during a time out, and during breaks at the end quarters & half's or to help any injured player.
Post season tournament
A single elimination post season tournament will be consist of the top 16-24 teams as determined by record, head-to-head , strength of schedule, etc, as well as observation by our staff. Additional weight is given to 11th and 12th grade teams. Tournament seeding is solely at the discretion of the PRUMC staff.
General tournament seeding by grade:
9th Grade: 2-4 teams
10th Grade: 2-4 teams
11th Grade: 4-7 teams
12th Grade: 4-7 teams
The total number of teams in the tournament will also depend on when we can finish the regular season (after rescheduling games due to conflicts and weather) and how much time is left before school gets out. Policies Regarding Inappropriate Behavior: PRUMC Sports and Recreation is committed to promoting good sportsmanship by players, coaches, and spectators at all of its events. Profanity, degrading remarks, and intimidating actions directed at officials, competitors or staff will not be tolerated, and are grounds for removal from the event site and the league. Teams or participants who have been removed from the league may not return to the gym, even as a spectator. PRUMC Sports and Recreation reserves the right to deny access to its facilities. Thank you for your cooperation in the promotion of good sportsmanship at our events. Rules and Procedures: Alcohol and drug use: In the event of an alcohol or drug use incident the facility may be closed at any time, at the sole discretion of the PRUMC staff. In the event a player is suspected of alcohol or drug use, there will be a conference held between referees, PRUMC staff and the bench parent. The referee, at his or her sole discretion, may eject the player from the game. If a player is ejected from a game for suspicion of alcohol or drug use, he or she will be placed in the custody of the bench parent or law enforcement personnel. The bench parent or law enforcement will decide: if the player should leave the premises, if the player should remain under the coach or bench parent’s supervision, to contact the player’s parents for pick-up to have the player placed in the custody of city or county law enforcement. In the event a spectator is suspected of alcohol or drug use, he or she may be placed in the custody of a parent in attendance placed in the custody of city or county law enforcement.
